                                 A BILL


 
 To require timely publication of CBP border encounters, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. TIMELY PUBLICATION OF CBP BORDER ENCOUNTERS.

    (a) In General.--The Secretary of Homeland Security, acting through 
the Commissioner of U.S. Customs and Border Protection (CBP), shall 
take such actions as may be necessary to ensure the timely publication 
on the CBP Public Data Portal (or any similar successor such portal) by 
not later than the seventh day of each calendar month of CBP border 
encounters during the immediately preceding calendar month.
    (b) Prohibition.--Federal funds made available for the salaries and 
expenses of the Office of the Secretary of Homeland Security shall be 
reduced by 25 percent for the month following any period during which 
CBP border encounters are not timely published on the CBP Public Data 
Portal (or any similar successor such portal) in accordance with 
subsection (a).
