A BILL
To amend title 40, United States Code, to require the submission of
reports on certain information technology services funds to Congress
before expenditures may be made, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``GSA Technology Accountability Act''.
SEC. 2. TRANSPARENCY OF GSA FUNDED INFORMATION TECHNOLOGY SERVICES.
(a) Transparency on Use of the Federal Citizen Services Fund.--
Section 323 of title 40, United States Code, is amended by adding at
the end the following:
``(g) Requirement for Annual Report to Congress.--The Administrator
shall submit a report to the Committee on Oversight and Accountability
of the House of Representatives and the Committee on Homeland Security
and Governmental Affairs of the Senate not later than September 30 of
each year, which shall include, at a minimum, the following:
``(1) A list of each project funded by expenditures during
the previous year, or that have been funded by expenditures in
the previous five-year period, including the following:
``(A) An explanation of the project.
``(B) An explanation of the project's progress,
including a description of any major changes to project
scope, project cost, or project funding; a description
of any project delays; and an explanation for any
abandoned or failed projects.
``(C) The date of project initiation.
``(D) The date of project completion, if
applicable, or the anticipated date of project
completion if the project is ongoing.
``(E) The total cost for the project, including the
total cost to be covered through expenditures, or the
estimated total cost for the project and anticipated
total cost to be covered through expenditures if the
project is ongoing.
``(F) The amount of reimbursements associated with
the project from another source of funds or another
agency, if applicable, or the amount of reimbursements
anticipated to be associated with the project, if
applicable.
``(G) Any additional information, data, or analysis
used to determine the information estimated within the
report, if applicable.
``(2) For a project that does not have any associated
reimbursement or estimated associated reimbursement, an
explanation for the absence of associated reimbursements, an
analysis of the need for the project, and an estimate of the
number of General Services Administration personnel responsible
for supporting the project.
``(h) Definitions.--In this section:
``(1) Administrator.--The term `Administrator' means the
Administrator of General Services.
``(2) Expenditure.--The term `expenditure' means any
obligation of funds from the Fund.
``(3) Project.--The term `project' means services provided
by the General Services Administration that are funded in whole
or in part by an expenditure.''.
(b) Transparency on Use of the Acquisition Citizen Services Fund.--
Section 321 of title 40, United States Code, is amended by adding at
the end the following:
``(h) Requirement for Annual Report to Congress.--The Administrator
shall submit a report to the Committee on Oversight and Accountability
of the House of Representatives and the Committee on Homeland Security
and Governmental Affairs of the Senate not later than September 30 of
each year, which shall include, at a minimum, the following:
``(1) A list of each project funded by expenditures during
the previous year, or that have been funded by expenditures in
the previous five-year period, including the following:
``(A) An explanation of the project.
``(B) An explanation of the project's progress,
including a description of any major changes to project

``(i) Definitions.--In this section:

Administrator of General Services.
``(2) Expenditure.--The terms `expenditure' means any
obligation of funds from the Acquisition Services Fund for
personal services related to the provision of information
technology authorized by subsection (c)(1)(A)(iii).
``(3) Project.--The term `project' means services provided
by the General Services Administration that are funded in whole
or in part by an expenditure.''.
(c) Effective Date.--The amendment made by this Act shall take
effect on the commencement of the first fiscal year after the date of
the enactment of this Act.
