Mrs. Miller of Illinois, Mr. Moore of Alabama, Mr. Norman, Ms. Greene
of Georgia, Ms. Tenney, Mr. Weber of Texas, and Mr. Wilson of South
Carolina) introduced the following bill; which was referred to the
Committee on Rules, and in addition to the Committee on the Budget, for
a period to be subsequently determined by the Speaker, in each case for
consideration of such provisions as fall within the jurisdiction of the
committee concerned

A BILL
To amend the Congressional Budget Act of 1974 to require the
Congressional Budget Office to provide cost estimates for legislation
reported by the Committee on Appropriations of each House, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Appropriations Transparency Act of
2024''.
SEC. 2. COST ESTIMATES FOR LEGISLATION REPORTED BY COMMITTEES ON
APPROPRIATIONS.
Section 402 of the Congressional Budget Act of 1974 (2 U.S.C. 653)
is amended--
(1) by striking ``The Director'' and inserting ``(a) In
General.--The Director'';
(2) by striking ``(except the Committee on Appropriations
of each House)''; and
(3) by adding after the matter following paragraph (3) the
following:
``(b) Estimates for Appropriations Measures.--Any estimate for any
bill or joint resolution reported by the Committee on Appropriations of
either House for which an estimate is prepared under subsection (a)
shall include the following:
``(1) Total discretionary budget authority provided by such
measure.
``(2) A comparison between such budget authority and the
allocations applicable to such measure under subsections (a)
and (b) of section 302.
``(3) The estimated total outlays resulting from such
measure.
``(4) Rescissions of budget authority included in such
measure and the estimated changes in outlays therefrom.
``(5) Offsetting receipts and collections included in such
measure.
``(6) Changes in Mandatory Programs (commonly referred to
as `CHIMPs') included in such measure and the changes in
outlays therefrom.
``(7) Direct spending (if any) included in such measure and
changes in outlays therefrom.
``(8) The effects of any authorizing provisions in such
measure.
``(9) Notations of different categorizations of budget
authority and outlays, sorted by category of discretionary
spending limit under the Balanced Budget and Emergency Deficit
Control Act of 1985 and by any designation under section
251(b)(2) of such Act.
``(c) Conforming Amendment.--Clause 8 of Rule XIII of the Rules of
the House of Representative shall not apply to any bill or joint
resolution reported by the Committee on Appropriations of such
House.''.
