A BILL
To provide for the appointment of additional Federal circuit and
district judges, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Federal Judgeship Act of 2024''.
SEC. 2. DISTRICT JUDGES FOR THE DISTRICT COURTS IN 2025.
(a) In General.--The President shall appoint, by and with the
advice and consent of the Senate--
(1) 1 additional district judge for the central district of
California;
(2) 1 additional district judge for the eastern district of
California;
(3) 1 additional district judge for the northern district
of California;
(4) 1 additional district judges for the middle district of
Florida;
(5) 1 additional district judge for the southern district
of Indiana;
(6) 1 additional district judge for the northern district
of Iowa;
(7) 1 additional district judge for the district of
Nebraska;
(8) 1 additional district judge for the eastern district of
Oklahoma;
(9) 1 additional district judge for the southern district
of Texas; and
(10) 2 additional district judges for the western district
of Texas.
(b) Existing Judgeships.--
(1) Conversion of temporary judgeships to permanent
judgeships.--The existing judgeship for the eastern district of
Missouri authorized by section 203(c) of the Judicial
Improvements Act of 1990 (Public Law 101-650; 28 U.S.C. 133
note) and the existing judgeships for the district of Arizona,
the central district of California, the southern district of
Florida, the district of New Mexico, the western district of
North Carolina, and the eastern district of Texas, authorized
by section 312(c) of the 21st Century Department of Justice
Appropriations Authorization Act (Public Law 107-273; 28 U.S.C.
133 note), as amended by Public Law 113-235, as of the
effective date of this Act, shall be permanently authorized
under section 133 of title 28, United States Code, and the
incumbents in those offices shall hold the office under section
133 of title 28, United States Code, as amended by this Act.
(2) District of kansas.--The existing judgeship for the
district of Kansas authorized by section 203(c) of the Judicial
Improvements Act of 1990 (Public Law 101-650; 28 U.S.C. 133
note), is amended in the matter following paragraph 12 in the
second sentence (relating to the district of Kansas), by
striking ``32 years and 6 months'' and inserting ``37 years and
6 months''.
(3) Northern district of alabama.--Section 312(c)(2) of the
21st Century Department of Justice Appropriations Authorization
Act (Public Law 107-273; 28 U.S.C. 133 note), as amended by the
Consolidated Appropriations Act, 2023 (Public Law 117-328; 28
U.S.C. 133 note), is amended--
(A) by inserting ``, the northern district of
Alabama,'' after ``except in the case of the central
district of California''; and
(B) by adding at the end the following ``The first
vacancy in the office of district judge in the northern
district of Alabama occurring 26 years or more after
the confirmation date of the judge named to fill the
temporary district judgeship created in that district
by this subsection, shall not be filled.''.
(c) Tables.--The table contained in section 133 of title 28, United
States Code, is amended to read as follows:

California;
(2) 3 additional district judges for the central district
of California;
(3) 2 additional district judges for the northern district
of California;
(4) 1 additional district judge for the district of
Colorado;
(5) 1 additional district judge for the district of
Delaware;
(6) 2 additional district judges for the middle district of
Florida;
(7) 1 additional district judges for the southern district
of Florida;
(8) 1 additional district judge for the northern district
of Georgia;
(9) 1 additional district judge for the district of New
Jersey;
(10) 1 additional district judge for the eastern district
of New York;
(11) 1 additional district judges for the southern district
of New York;
(12) 1 additional district judge for the western district
of New York;
(13) 1 additional district judge for the eastern district
of Oklahoma;

(c) Effective Date.--This section and the amendments made by this
section shall take effect on February 1, 2031.
SEC. 6. CIRCUIT JUDGES FOR THE NINTH CIRCUIT COURT OF APPEALS.
(a) 2027.--
(1) In general.--The President shall appoint, by and with
the advice and consent of the Senate, one additional circuit
judge for the ninth circuit court of appeals.
(2) Tables.--The table contained in section 44 of title 28,
United States Code, is amended by striking the item relating to
the ninth circuit and inserting the following:

(3) Effective date.--This subsection, and the amendments
made by this subsection shall take effect on February 1, 2027.
(b) 2031.--
(1) In general.--The President shall appoint, by and with
the advice and consent of the Senate, one additional circuit
judge for the ninth circuit court of appeals.
(2) Tables.--The table contained in section 44 of title 28,
United States Code, is amended by striking the item relating to
the ninth circuit and inserting the following:

(3) Effective date.--This subsection, and the amendments
made by this subsection shall take effect on February 1, 2031.
SEC. 7. AUTHORIZATION OF APPROPRIATIONS.
There are authorized to be appropriated such sums as may be
necessary to carry out the provisions of this Act, including such sums
as may be necessary to provide appropriate space and facilities for the
judicial positions created by this Act.
