 To amend the Defense Production Act of 1950 to prohibit the President 
   from making provision for the purchase of solar panels under the 
             authority of such Act, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Planes Not Panels Act''.

SEC. 2. LIMITATION ON PRESIDENTIAL ACTION.

    Section 303(a) of the Defense Production Act of 1950 (50 U.S.C. 
4533(a)) is amended by adding at the end the following:
            ``(8) Solar panels.--
                    ``(A) In general.--The President may not use any 
                authority under this section to make provision for 
                purchases of or commitments to purchase solar panels.
                    ``(B) Solar panel defined.--In this paragraph, the 
                term `solar panel' means a crystalline silicon 
                photovoltaic cell or module.''.
