Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be referred to as the ``Guam EPA Cooperation Act''. SEC. 2. AUTHORITY TO ENTER INTO MEMORANDUM OF UNDERSTANDING WITH THE ENVIRONMENTAL PROTECTION AGENCY. The Secretary of Defense may enter into a Memorandum of Understanding with the U.S. Environmental Protection Agency to provide technical assistance and carry out both federally and locally required environmental inspections for military construction projects in the territory of Guam. Such memorandum of understanding may include or be carried out in consultation with the Guam Environmental Protection Agency. The Department of Defense may compensate the U.S. EPA for activities carried out pursuant to such memorandum of understanding. <all>
