                                 A BILL


 
  To amend the Internal Revenue Code of 1986 to define the term free 
       trade agreement for purposes of the clean vehicle credit.


 


    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Stop Executive Overreach on Trade 
Agreements Act''.

SEC. 2. FREE TRADE AGREEMENT DEFINED FOR PURPOSES OF CLEAN VEHICLE 
              CREDIT.

    (a) In General.--Section 30D(e)(1) of the Internal Revenue Code of 
1986 is amended by adding at the end the following new subparagraph:
                    ``(C) Free trade agreement.--For purposes of 
                subparagraph (A)(i)(II), the term `free trade 
                agreement' means an international agreement approved by 
                Congress that eliminates duties and other restrictive 
                regulations of commerce on substantially all the trade 
                between the United States and 1 or more other 
                countries.''.
    (b) Effective Date.--The amendment made by this section shall apply 
to vehicles placed in service after the date of the enactment of this 
Act.
