A BILL
To direct the Secretary of Energy to develop fish and wildlife program
funding alternatives to mitigate the cost to Bonneville Power
Administration ratepayers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Ratepayer Funding Alternative Act''.
SEC. 2. FISH AND WILDLIFE PROGRAM FUNDING ALTERNATIVES.
(a) In General.--The Secretary of Energy, in consultation with the
heads of other relevant Federal agencies, shall develop, with respect
to the fish and wildlife program of the Bonneville Power
Administration, alternative funding options that do not pass the
expense of the program on to the power and transmission service
customers of the Bonneville Power Administration.
(b) Report.--Not later than 6 months after the date of the
enactment of this Act, the Secretary of Energy shall submit to each of
the Committees on Appropriations for the House of Representatives and
the Senate a report that describes the alternative funding options
developed under subsection (a).
