Mr. Murphy introduced the following bill; which was referred to the
Committee on Ways and Means, and in addition to the Committee on Energy
and Commerce, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

A BILL
To amend title XVIII of the Social Security Act to modify the
distribution of certain additional graduate medical education positions
under the Medicare program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Rural Physician Workforce
Preservation Act''.
SEC. 2. MODIFYING THE DISTRIBUTION OF CERTAIN ADDITIONAL GRADUATE
MEDICAL EDUCATION POSITIONS UNDER THE MEDICARE PROGRAM.
Section 1886(h) of the Social Security Act (42 U.S.C. 1395ww) is
amended--
(1) in paragraph (9)--
(A) in subparagraph (B)(ii)(I), by amending such
subclause to read as follows:
``(I) Hospitals that--
``(aa) are located in a
rural area (as defined in
section 1886(d)(2)(D)); or
``(bb) are treated as being
located in a rural area
pursuant to section
1886(d)(8)(E), but only if such
hospital so treated meets a
criterion specified in
subclause (I) or (II) of clause
(ii) of such section.''; and
(B) in subparagraph (F)(ii), by inserting ``and
includes, with respect to the distribution of full-time
equivalent residency positions for fiscal year 2023 or
2024, a hospital that is treated as being located in a
rural area pursuant to section 1886(d)(8)(E) regardless
of whether such hospital meets a criterion specified in
subclause (I) or (II) of clause (ii) of such section''
before the period; and
(2) in paragraph (10)(B)(ii)(I), by amending such subclause
to read as follows:
``(I) Hospitals that--
``(aa) are located in a
rural area (as defined in
section 1886(d)(2)(D)); or
``(bb) are treated as being
located in a rural area
pursuant to section
1886(d)(8)(E), but only if such
hospital so treated meets a
criterion specified in
subclause (I) or (II) of clause
(ii) of such section.''.
