Mr. Miller of Ohio) introduced the following bill; which was referred
to the Committee on Transportation and Infrastructure

A BILL
To amend the Water Resources Development Act of 2022 to expand
eligibility for underserved community harbor projects, and for other
purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. ADDITIONAL PROJECTS FOR UNDERSERVED COMMUNITY HARBORS.
Section 8132 of the Water Resources Development Act of 2022 (33
U.S.C. 2238e) is amended--
(1) in subsection (g)--
(A) by amending paragraph (1) to read as follows:
``(1) Project.--The term `project' means--
``(A) a single cycle of maintenance dredging of an
underserved community harbor, and any associated--
``(i) placement of dredged material at a
beneficial use placement site or disposal site;
or
``(ii) expansion of a confined disposal
facility; or
``(B) maintenance of a breakwater associated with
an underserved community harbor.''; and
(B) in paragraph (2), by inserting ``, regardless
of whether the harbor is federally authorized,'' before
``for which''; and
(2) by amending subsection (h)(2) to read as follows:
``(2) Special rule.--Not less than 25 percent of the
amounts made available to carry out this section for each
fiscal year shall be used for projects for underserved
community harbors located in the Great Lakes Navigation System
(as defined in section 210(f) of the Water Resources
Development Act of 1986 (33 U.S.C. 2238(f))).''.
