an agency's annual regulatory agenda.

Mr. Alford introduced the following bill; which was referred to the
Committee on the Judiciary, and in addition to the Committee on Small
Business, for a period to be subsequently determined by the Speaker, in
each case for consideration of such provisions as fall within the
jurisdiction of the committee concerned

A BILL
To amend chapter 6 of title 5, United States Code (commonly known as
the ``Regulatory Flexibility Act''), to ensure complete disclosure of
an agency's annual regulatory agenda.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Regulatory Agenda Clarity Act''.
SEC. 2. EXPANSION OF REPORT OF REGULATORY AGENDA.
Section 602 of title 5, United States Code, is amended--
(1) in subsection (a)--
(A) in paragraph (2), by striking ``, and'' at the
end and inserting a semicolon;
(B) by redesignating paragraph (3) as paragraph
(4); and
(C) by inserting after paragraph (2) the following:
``(3) a brief description of each sector of the North
American Industrial Classification System that is primarily
affected by any rule which the agency expects to propose or
promulgate which is likely to have a significant economic
impact on a substantial number of small entities; and''; and
(2) by amending subsection (c) to read as follows:
``(c) Not later than 3 days after the date on which an agency
publishes a regulatory flexibility agenda in the Federal Register under
subsection (a)--
``(1) such agency shall prominently display on the website
of such agency a plain language summary of the information
contained in the regulatory flexibility agenda;
``(2) the Chief Counsel for Advocacy shall compile, by
agency, and prominently display on the website of the Small
Business Administration a plain language summary of each such
regulatory flexibility agenda.''.
