  To amend section 7(j) of the Small Business Act to modify the start 
date used to calculate the period in which a small business concern is 
    eligible to participate in the 8(a) program, and for the other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Extended Opportunity for Small 
Disadvantaged Businesses Act''.

SEC. 2. MODIFICATION OF 8(A) ELIGIBILITY PERIOD START DATE.

    (a) In General.--Section 7(j)(15) of the Small Business Act (15 
U.S.C. 636(j)(15)) is amended in matter preceding subparagraph (A) by 
striking ``from the date of its certification'' and inserting the 
following: ``from the earlier of the date on which such small business 
concern is first awarded a contract pursuant to such section or the 
date that is two years after the date of the certification of such 
small business concern''.
    (b) Current 8(a) Participants.--
            (1) In general.--Beginning on the date on which subsection 
        (a) takes effect, section 7(j)(15) of the Small Business Act 
        (15 U.S.C. 636(j)(15)), as amended by such subsection, shall 
        apply to a covered current 8(a) participant as if such section 
        was in effect on the date on which such covered current 8(a) 
        participant began participating in the program established 
        under section 8(a) of such Act (15 U.S.C. 637(a)).
            (2) Covered current 8(a) participant.--In this subsection, 
        the term ``covered current 8(a) participant'' means a small 
        business concern that, as of the date on which subsection (a) 
        takes effect--
                    (A) participates in the program established under 
                section 8(a) of the Small Business Act (15 U.S.C. 
                637(a)); and
                    (B) has not been awarded a contract under such 
                program.
    (c) Regulations.--Not later than 6 months after the date of the 
enactment of this Act, the Administrator of the Small Business 
Administration shall issue such regulations as are necessary to 
implement the amendments made by subsection (a).
    (d) Effective Date.--Subsection (a) shall take effect on the date 
on which the Administrator of the Small Business Administration issues 
the regulations required by subsection (c).
