Bacon) introduced the following bill; which was referred to the

A BILL
To amend the Public Health Service Act to ensure area career and
technical education schools are eligible for mental health and
substance use disorder service grants.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``CTE Student Mental Health and
Wellness Act''.
SEC. 2. MENTAL HEALTH AND SUBSTANCE USE DISORDER SERVICES FOR STUDENTS
IN HIGHER EDUCATION.
Section 520E-2 of the Public Health Service Act (42 U.S.C. 290bb-
36b) is amended--
(1) in subsections (a) through (f)--
(A) by striking ``an institution of higher
education'' each place it appears and inserting ``a
covered institution'';
(B) by striking ``the institution of higher
education'' each place it appears and inserting ``the
covered institution''; and
(C) by striking ``institutions of higher
education'' each place it appears and inserting
``covered institutions'';
(2) in subsection (c)--
(A) in the matter preceding paragraph (1), by
striking ``Any institution of higher education'' and
inserting ``Any covered institution''; and
(B) in paragraph (5), by striking ``institution of
higher education supported'' and inserting ``covered
institution-supported''; and
(3) by amending subsection (g) to read as follows:
``(g) Covered Institution Defined.--In this section, the term
`covered institution' means--
``(1) an area career and technical education school (as
defined in section 3 of the Carl D. Perkins Career and
Technical Education Act of 2006); and
``(2) an institution of higher education (as defined in
section 101 of the Higher Education Act of 1965).''.
