  To amend title 10, United States Code, to require the Secretary of 
 Defense to disclose standards for implementation of the modular open 
 system approaches for contracts of the Department of Defense, and for 
                            other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Open-Source Standards Reporting Act 
of 2024''.

SEC. 2. DISCLOSURE OF STANDARDS FOR IMPLEMENTATION OF THE MODULAR OPEN 
              SYSTEM APPROACHES FOR CONTRACTS OF THE DEPARTMENT OF 
              DEFENSE.

    Section 4401 of title 10, United States Code, is amended--
            (1) by redesignating subsection (b) and subsection (c); and
            (2) by inserting after subsection (a) the following:
    ``(b) Disclosure Required.--(1) Not later than one year after the 
date of the enactment of this subsection, the Secretary of Defense 
shall make publicly available any standards for implementation of the 
modular open system approaches for contracts, unless either the 
Secretary or the service acquisition executive with respect to a 
specific contract determines not disclose such standards.
    ``(2) For each determination not to disclose such standards made 
under paragraph (1), the Secretary or the service acquisition 
executive, as applicable, shall submit to Congress a report that 
includes a justification for such determination.''.
