RESOLUTION
Expresses steadfast resolve with the people of Texas, condemns the
current administration's efforts to impose the consequences of illegal
immigration on the States, and considers, pursuant to article III,
section 3 of the Constitution, Joe Biden to be guilty of treason
against the people of the United States.
Whereas 341,392 apprehensions of illegal aliens at the United States land
borders nationwide were made in September 2023, setting an all-time
record;
Whereas over 302,000 apprehensions of illegal aliens on the southwest border
occurred in December 2023 alone, also setting a record;
Whereas 3,201,144 apprehensions, nationwide, were made in fiscal year 2023,
compared with 1,956,519 apprehensions in fiscal year 2021, a 63.6-
percent increase;
Whereas United States Customs and Border Protection (``CBP'') has apprehended
more than 100,000 illegal aliens along the southwest border for 35
consecutive months;
Whereas since President Biden took office, CBP apprehensions have exceeded over
7,000,000, excluding ``gotaways'';
Whereas CBP has apprehended 730,000 illegal aliens in fiscal year 2024 alone;
Whereas the current administration has released more than 3,300,000 illegal
aliens into the United States;
Whereas more than 85 percent of illegal aliens apprehended at the southern
border are being released into the interior of the country;
Whereas CBP arrested 169 persons on the Federal Bureau of Investigation's terror
watchlist at the southern border in fiscal year 2023, the highest ever
recorded;
Whereas between 16,800,000 and 29,000,000 illegal aliens currently reside in the
United States;
Whereas hundreds of thousands of aliens without lawful status under the
immigration laws have been released into the interior of the United
States through unlawful categorical parole programs;
Whereas the Biden Border Crisis has cost American taxpayers up to
$451,000,000,000 a year;
Whereas 112,000 Americans died from drug overdose deaths in fiscal year 2023;
Whereas the amount of fentanyl seized by CBP in fiscal year 2023 amounted to
27,000 pounds, representing a near doubling of the amount of fentanyl
seized in fiscal year 2022 (14,700 pounds);
Whereas the Biden administration's refusal to secure the border reflects a
perverse commitment to undermining our national sovereignty, and has
badly damaged the social fabric of America;
Whereas this administration's border policies have directly led to an ongoing
invasion of the United States;
Whereas article 4, section 4, and article 1, section 10, clause 3 of the
Constitution, among other provisions, ensure that States have the right
of self-defense;
Whereas the Federal Government refuses to provide the States protection against
the ongoing invasion, including by refusing to exercise existing
authorities under 8 U.S.C. 1182(f);
Whereas the Federal Government has prevented States, including Texas, from
taking common sense actions to protect their own citizens, including the
ability of States to construct their own barriers (notably concertina
wire) to deter illegal immigration; and
Whereas in light of this extraordinary attack against the citizens of the United
States of America, and his own personal responsibility in allowing the
ongoing invasion to jeopardize the welfare of the American people,
President Biden must be held responsible: Now, therefore, be it
Resolved, That the House of Representatives--
(1) expresses its steadfast resolve with the people of
Texas and every border State enduring the brunt of the Biden
administration's intentional failure to secure our border;
(2) condemns the Biden administration's efforts to impose
the consequences of illegal immigration, including the death
and injury of the American people, on the States; and
(3) considers, pursuant to article III, section 3 of the
Constitution of the United States, President Biden to be guilty
of treason against the people of the United States, and that
Congress should exercise its power prescribed under such
article to declare the punishment of treason.
