immediately exercise powers as acting President.

RESOLUTION
Calling on Vice President Kamala Harris to convene and mobilize the
principal officers of the executive departments of the Cabinet to
activate section 4 of the 25th Amendment to declare President Joseph R.
Biden, Jr. incapable of executing the duties of his office and to
immediately exercise powers as acting President.
Whereas for years it has been clear to the American people that President Joseph
R. Biden, Jr. was experiencing severe cognitive decline and was mentally
unable of discharging the powers and duties of his office;
Whereas, on June 27, 2024, the performance of President Joseph R. Biden, Jr.
during the televised presidential debate raised new urgency to concerns
that President Joseph R. Biden, Jr. is mentally unable of discharging
the powers and duties of his office;
Whereas following the presidential debate, comments and gaffes made by President
Joseph R. Biden, Jr. compounded existing concerns regarding his
cognitive ability to discharge the powers and duties of his office;
Whereas in the weeks following the presidential debate, dozens of members of the
House of Representatives and Senate from the President's own party
called on President Joseph R. Biden, Jr. not to seek reelection to the
office of President of the United States, citing concerns about his
cognitive ability to discharge the powers and duties of his office;
Whereas, on July, 21, 2024, President Joseph R. Biden, Jr. announced that he
would not seek reelection to the office of President of the United
States, indicating he believed it was in the best interest of the
country for him to stand down; and
Whereas if President Joseph R. Biden, Jr. does not have the cognitive ability to
seek reelection to the office of President of the United States, then he
does not have the ability to discharge the powers and duties of his
office for the remaining six months of his term: Now, therefore, be it
Resolved, That the House of Representatives calls upon Vice
President Kamala Harris--
(1) to immediately use her powers under section 4 of the
25th Amendment to convene and mobilize the principal officers
of the executive departments in the Cabinet to declare what is
obvious to the Nation: That the President is unable to
successfully discharge the duties and powers of his office; and
(2) to transmit to the President pro tempore of the Senate
and the Speaker of the House of Representatives notice that she
will be immediately assuming the powers and duties of the
office as Acting President.
