Mr. Moore of Alabama (for himself and Mr. Brecheen) submitted the
following resolution; which was referred to the Committee on Foreign
Affairs

RESOLUTION
Condemning the International Criminal Court's request to issue arrest
warrants for the Israeli Prime Minister and Defense Minister.
Whereas Hamas attacked Israel on October 7, 2023, and brutally murdered 1,200
innocent men, women, and children;
Whereas Hamas took over 250 hostages and has tortured innocent men, women, and
children;
Whereas Israel has every right to defend itself from Hamas, Hezbollah, Iranian-
backed proxies, other foreign terrorist organizations, and the Iranian
Government;
Whereas the United States should continue to support Israel's efforts to
eradicate the threat Hamas poses to the Israeli people;
Whereas the Israeli Government under the leadership of Prime Minister Benjamin
Netanyahu and Defense Minister Yoav Gallant has provided the Gaza Strip
with over 828,700 tons of aid since the beginning of the war;
Whereas the Israel Defense Forces and the Coordination of Government Activities
in the Territories have coordinated airdrops of aid to the Gaza Strip,
which were provided by the United States, Egypt, Jordan, the
Netherlands, Belgium, the United Arab Emirates, Canada, Indonesia, the
United Kingdom, and France;
Whereas Israel has approved the entry of over 98 percent of all aid trucks into
the Gaza Strip since the beginning of the war;
Whereas Israel has provided over 47,000 tons of water to the Gaza Strip since
the beginning of the war;
Whereas Israel is working to connect international organizations with field
hospitals in the Gaza Strip and at the El-Arish Port;
Whereas Israel has coordinated the evacuation of over 3,300 wounded individuals
from the Gaza Strip for medical treatment in other countries; and
Whereas the arrest warrants requested by the International Criminal Court for
Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are
unprecedented and would hinder Israel's ability to coordinate the
facilitation of humanitarian aid to the Gaza Strip: Now, therefore, be
it
Resolved, That the House of Representatives--
(1) strongly condemns the actions taken by the
International Criminal Court to request arrest warrants for
Israeli Prime Minister Benjamin Netanyahu and Defense Minister
Yoav Gallant; and
(2) expresses the sense that--
(A) the International Criminal Court shall
immediately withdraw the arrest warrant applications
for Prime Minister Benjamin Netanyahu and Defense
Minister Yoav Gallant;
(B) neither the United States nor Israel are
members of the International Criminal Court due to
longstanding concerns about infringements on national
sovereignty;
(C) the Israeli Government under the leadership of
Prime Minister Benjamin Netanyahu and Defense Minister
Yoav Gallant has provided and coordinated the flow of
humanitarian aid into the Gaza Strip; and
(D) the United States Government shall continue to
publicly and privately support Israel's efforts to
eradicate the threat posed by Hamas, Hezbollah,
Iranian-backed proxies, and the Iranian Government.
