Mr. Edwards (for himself, Mr. Norman, and Mr. Cline) submitted the
following resolution; which was referred to the Committee on the
Budget, and in addition to the Committees on Appropriations, Ways and
Means, and Rules, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

RESOLUTION
Reaffirming the House of Representatives priority over the collection
and expenditure of revenue under the Origination Clause of the
Constitution.
Whereas the power of origination in the House of Representatives was decided by
the Framers of the Constitution as a part of the Great Compromise,
adopted on July 16, 1787;
Whereas article I, section 7, clause 1 of the Constitution, signed on September
17, 1787, states, ``All Bills for raising Revenue shall originate in the
House of Representatives; but the Senate may propose or concur with
Amendments as on other Bills'';
Whereas article I, section 7, clause 1 of the Constitution provides the power of
origination for all revenue bills including bills affecting taxation and
appropriations;
Whereas the Congressional Budget and Impoundment Control Act of 1974 requires
the establishment of section 302(a) allocations and section 302(b)
suballocations for both the Senate and House of Representatives as the
primary means of enforcement for spending levels in the congressional
budget process;
Whereas, despite section 302(a) allocations and section 302(b) suballocations,
differences often occur between the total funding levels for programs
across chambers and final section 302(b) suballocations are not
established until the conference committee between the House of
Representatives and the Senate;
Whereas the Framers granted the House of Representatives origination authority
because they believed the House of Representatives would be more
responsive to the people because of the smaller districts, shorter
terms, and the Members being directly elected by the people; and
Whereas Members of the House of Representatives have a duty to the people of the
United States to fully fund the Federal Government within the guardrails
of fiscal responsibility and stewardship and facilitate a seamless and
timely congressional budget process: Now, therefore, be it
Resolved, That the House of Representatives--
(1) reaffirms its priority over the Senate for all taxation
and appropriations in the congressional budget process;
(2) reiterates its authority to establish and maintain
section 302(b) suballocations for all subcommittee spending
levels; and
(3) states its intention to prioritize fiscal
responsibility in fiscal year 2025 and all future congressional
budget processes.
