RESOLUTION
Establishing the Congressional Modernization Competition, and for other
purposes.
Resolved,
SECTION 1. SHORT TITLE.
This resolution may be cited as the ``Congressional Modernization
Competition Resolution of 2024''.
SEC. 2. FINDINGS.
The House of Representatives finds the following:
(1) The House of Representatives was designed to be the
representative branch of government closest to the people.
(2) The House of Representatives must continually assess
its capacity to fulfill its constitutional responsibilities.
(3) Civic education and citizen participation are vital
components to the continued health of our democracy.
(4) Research shows that participation in civic life at an
early age allows students to build interest and skillsets that
will keep them engaged citizens throughout their lives.
(5) Ideas to modernize Congress can and should come from
Americans of different ages, backgrounds, and walks of life.
(6) It is therefore appropriate for the House of
Representatives to institute a new competition to both
encourage students' participation in civic life, while
providing Congress with additional recommendations to modernize
and improve its work.
SEC. 3. CONGRESSIONAL COMPETITION IN EFFECTIVENESS, EFFICIENCY, AND
TRANSPARENCY.
(a) Establishment of Competition.--There is hereby established an
academic competition for the purposes of developing ideas for
increasing the effectiveness, efficiency, and transparency of the
operations of the House of Representatives which shall be held each
year among students in each congressional district.
(b) Regulations.--The competition under this subsection (a) shall
be carried out in accordance with such regulations as may be prescribed
by the Committee on House Administration, except that the regulations
shall permit the office of a Member to seek guidance from outside
experts in the fields of government, political science, and civics
education for the purposes of establishing criteria for the selection
of competition judges and for the judgment of competition submissions.
