Mr. Torres of New York submitted the following resolution; which was
referred to the Committee on the Judiciary, and in addition to the
Committee on Foreign Affairs, for a period to be subsequently
determined by the Speaker, in each case for consideration of such
provisions as fall within the jurisdiction of the committee concerned

RESOLUTION
Condemning Tucker Carlson's decision to give a platform to Holocaust
revisionist views for which perpetuating harmful falsehoods, fostering
antisemitism, and undermining the fight against hate and bigotry.
Whereas, on September 2, 2024, Tucker Carlson hosted a Holocaust revisionist,
Darryl Cooper, on his show ``Tucker on X'', during which false claims
about the Holocaust and World War II were propagated;
Whereas, over the course of the past decade, Holocaust revisionism has grown in
intensity;
Whereas Darryl Cooper falsely claimed that the millions who perished in Nazi
concentration camps did so because of humanitarian efforts and a lack of
resources, rather than the deliberate starvation and intentional
genocide meticulously orchestrated by the Nazi regime;
Whereas Darryl Cooper, in his words, presented the hyperbolic assessment that
Hitler launched a war in the Soviet East in 1941 and was completely
unprepared to deal with the millions of prisoners-of-war, throwing
millions into camps, and resulted in the deaths of millions;
Whereas Darryl Cooper points to letters in July 1941 from ``commandants in these
makeshift camps'' warning the Nazi German High Command that ``[Nazi
Germany] can't feed these people'' and instead, he claims one Nazi
commander suggested it be ``more humane to just finish them off quickly
now?'';
Whereas Holocaust revisionism is a dangerous and morally reprehensible
distortion of historical truth, disrespecting the memory of over
6,000,000 Jewish victims and the countless others murdered by the Nazis
during the Holocaust;
Whereas Mr. Cooper inaccurately refers to Operation Barbarossa as an operation
undertaken by Nazi Germany without a plan, which in reality resulted in
the largest and costliest land offensive in human history, resulting in
an estimated 10,000,000 combatants and over 8,000,000 casualties;
Whereas the actual, intentional, deliberate mass starvation that resulted was
part of the Hunger Plan of the Generalplan Ost orchestrated by Nazi
bureaucrats, such as Herbert Backe and Heinrich Himmler, was approved
during the Staatssekretare of May 2, 1941;
Whereas the Nuremburg trials unsealed the economic plan known as Goring's Green
Folder, which included the Hunger Plan, outlined a deliberate starvation
of over 31,000,000 to nearly 45,000,000 individuals in the Soviet Union,
as early December 1940, contrary to Mr. Cooper's interpretation;
Whereas the Hunger Plan outlined a goal of genocidal extermination and
enslavement of Slavic and Eastern European Jewish populations;
Whereas Nazi Germany was not self-sufficient and relied on foreign imports, had
depleted reserve grain stocks;
Whereas Hitler credited the Allied blockade of Germany during World War I to
Germany's defeat, and prioritized essential preservation of food
supplies at the cost of human lives;
Whereas the deliberate starvation campaign resulted in an estimated 4,200,000
starved between 1941-1944, with the highest rates of starvation among
Jewish populations;
Whereas the Nazi Army Group Center created as part of Operation Barbarossa,
enforced a prohibition on Jews to purchase eggs, butter, milk, meat, and
fruit;
Whereas additionally, caloric intake for Jews was limited to 420 calories a day;
Whereas over 2,000,000 deaths were reported by February 1942 as a result of the
deliberate policy of starvation;
Whereas comparatively, French, Belgian, and Dutch prisoners-of-war who died as a
result of starvation was extremely low due to Nazi Germany implementing
an embargo on the Dutch, over 22,000 died in the Dutch Famine of 1944-
1945;
Whereas Nazi Germany's deliberate starvation plans led to seizing Ukrainian
granaries and resulted in over 1,000,000 deaths in the Siege of
Leningrad and an estimated 80,000 deaths in Kharkov and Kyiv;
Whereas nearly 300,000 deaths resulted from the Great Famine in Greece, and over
600,000 deaths in Poland largely impacting Jews in ghettos and ethnic
Poles;
Whereas Tucker Carlson's platforming of these harmful views represents an
endorsement of Holocaust denial, which emboldens antisemitism and
undermines efforts to combat hate and misinformation;
Whereas Tucker Carlson's failure to critically challenge or denounce these
falsehoods on his platform contributes to the spread of Nazi propaganda
and historical revisionism, posing a direct threat to historical truth
and the dignity of Holocaust survivors;
Whereas Holocaust revisionism and distortion, including intentional efforts to
excuse or minimize the impact of the Holocaust, dishonors those who were
persecuted and murdered and reinforces the need for advancing accurate
Holocaust education globally;
Whereas antisemitism is on the rise globally, where there has been an increase
of over 140 percent in 2023, according to the Anti-Defamation League;
Whereas trafficking in Holocaust revisionism further fuels the dangerous spread
of hate and discrimination; and
Whereas protecting the history of the Holocaust and recognizing and confronting
Holocaust denial and distortion is critical to preventing antisemitism:
Now, therefore, be it
Resolved, That the House of Representatives--
(1) strongly condemns Tucker Carlson's decision to give a
platform to Holocaust revisionist views for which perpetuating
harmful falsehoods, fostering antisemitism, and undermining the
fight against hate and bigotry;
(2) strongly condemns Holocaust revisionist Darryl Cooper
for disingenuously mischaracterizing the meticulously detailed
plans by Nazi officials to create an artificial famine and
deliberately starve millions of Eastern European Jews, Poles,
Slavs, and Indigenous minorities;
(3) commits to continue to raise awareness and act to
eradicate the continuing scourge of antisemitism in the United
States and abroad;
(4) honors the legacy of the survivors of the Holocaust;
and
(5) recommits to combating all forms of antisemitism.
