Expressing the sense of the House of Representatives that the Citizens'
Stamp Advisory Committee, as an entity of the United States Postal
Service, should issue a series of forever postage stamps to honor the
sacrifices of servicemembers who have been designated prisoner,
missing, or unaccounted for, and for other purposes.

the Committee on Oversight and Accountability

RESOLUTION
Expressing the sense of the House of Representatives that the Citizens'
Stamp Advisory Committee, as an entity of the United States Postal
Service, should issue a series of forever postage stamps to honor the
sacrifices of servicemembers who have been designated prisoner,
missing, or unaccounted for, and for other purposes.
Whereas there are an estimated 80,000 members of the United States military who
have been held captive and returned, or those who remain missing in
action;
Whereas 38,000 servicemembers are estimated to be recoverable, highlighting the
need for concerted efforts to bring an end to their time overseas;
Whereas the United States government has a duty to honor their sacrifice,
promote public awareness of their status, and declare that they shall
not be forgotten;
Whereas they must never be diminished to a statistic, a tangible image of the
Missing Man reminds Americans of the servicemembers as individuals who
have never returned home, and whose families are waiting for the call;
Whereas the United States finds it appropriate to keep vigil for those left
behind in conflict through the display of the National League of
Families POW/MIA flag;
Whereas a series of postage stamps will serve as a reminder of the burden of
waiting and torch of hope that families across the United States still
bear;
Whereas some servicemembers may have perished abroad, but like Staff Sergeant
Matt Maupin, the first American servicemember to go missing in the Iraq
War, their families deserve the closure of their remains;
Whereas postage stamps featuring images of POW/MIA servicemembers whose remains
were brought home, but were previously considered missing or prisoner,
would justify our faith that POW/MIA families will all one day find
closure; and
Whereas issuing postage stamps that honor servicemembers who are prisoner,
missing, or unaccounted for is fitting and proper: Now, therefore, be it
Resolved, That it is the sense of the House of Representatives
that--
(1) the United States Postal Service should issue a series
of forever postage stamps featuring servicemembers who were
prisoners of war or missing in action, and whose remains were
recovered and brought home; and
(2) the Citizens' Stamp Advisory Committee should recommend
to the Postmaster General that such postage stamps be issued.
