Mrs. McClain (for herself and Ms. Escobar) submitted the following
resolution; which was referred to the Committee on Education and the
Workforce

RESOLUTION
Recognizing the importance of beauty and wellness educators to the
United States and supporting the designation of March 30, 2023, as
``National Beauty and Wellness Education Appreciation Day''.
Whereas postsecondary institutions specialized in preparing students to work in
licensed occupations in the Nation's beauty and wellness industry,
including as cosmetologists, barbers, estheticians, nail technicians,
and massage therapists, are essential to meeting the growing demand for
personal care services and the employment needs of businesses that
provide personal care services;
Whereas the beauty and wellness industry in the United States, including salon
and spa businesses, is an important service sector with an economic
impact of over $37,000,000,000 in wages and $100,000,000,000 in goods
and services sales, and employment of more than 2,300,000 workers
annually;
Whereas, based on the Bureau of Labor Statistics' Occupational Outlook Handbook,
the demand for employment of--
(1) barbering, hair, and cosmetology specialists is projected to grow
11 percent from 2021 to 2031, much faster than the average for all
occupations reported by the Bureau of Labor Statistics;
(2) skin care specialists (estheticians) is projected to grow 17
percent from 2021 to 2031, much faster than the average for all occupations
reported by the Bureau of Labor Statistics;
(3) manicure and pedicure specialists is projected to grow 22 percent
from 2021 to 2031, much faster than the average for all occupations
reported by the Bureau of Labor Statistics; and
(4) massage therapists is projected to grow 20 percent from 2021 to
2031, much faster than the average for all occupations reported by the
Bureau of Labor Statistics;
Whereas most States require cosmetologists, barbers, hairstylists, skin care
specialists, nail technicians, and massage therapists to complete a
program offered by a State-licensed postsecondary institution to educate
students for the requirements of the occupation based on State-mandated
curriculum; and
Whereas without proper education in State-mandated curriculum, including health
and safety requirements and applied technical abilities, individuals
seeking to enter these in-demand occupations would be unable to acquire
the knowledge and proficiency required to successfully pass the required
licensing exam and enter the workforce: Now, therefore, be it
Resolved, That the House of Representatives--
(1) supports the designation of ``National Beauty and
Wellness Education Appreciation Day'';
(2) recognizes the valuable contributions of beauty and
wellness educators in the United States in preparing graduates
for the expectations of their future employers; and
(3) commends the important role that graduates of these
institutions serve as working professionals to meet the growing
demand for personal and self-care services that promote
physical and mental well-being.
