voting in meetings of committees and subcommittees and to require the
chair of a committee or subcommittee to recognize members at a meeting
of the committee or subcommittee in the order in which they seek
recognition.

Mr. Donalds submitted the following resolution; which was referred to
the Committee on Rules

RESOLUTION
Amending the Rules of the House of Representatives to prohibit remote
voting in meetings of committees and subcommittees and to require the
chair of a committee or subcommittee to recognize members at a meeting
of the committee or subcommittee in the order in which they seek
recognition.
Resolved,
SECTION 1. PROHIBITING REMOTE VOTING IN COMMITTEES.
Clause 2(f) of rule XI of the Rules of the House of Representatives
is amended--
(1) in the heading, by striking ``proxy'' and inserting
``proxy or remote'';
(2) by striking ``(f)'' and inserting ``(f)(1)''; and
(3) by adding at the end the following:
``(2) A vote by a member of a committee or subcommittee with
respect to any measure or matter may not be taken remotely.''.
SEC. 2. RECOGNITION OF MEMBERS DURING MEETINGS OF COMMITTEES.
Clause 2 of rule XI of the Rules of the House of Representatives is
amended by adding the following:
``(q) During a meeting of a committee or subcommittee, the chair
shall recognize members in the order in which they seek recognition.''.
