Amending the Rules of the House of Representatives to rename the Office
of Diversity and Inclusion as the Office of Talent and Development and
to transfer the Office to the Office of the Chief Administrative
Officer.

Mrs. Bice submitted the following resolution; which was referred to the
Committee on Rules, and in addition to the Committee on House
Administration, for a period to be subsequently determined by the
Speaker, in each case for consideration of such provisions as fall
within the jurisdiction of the committee concerned

RESOLUTION
Amending the Rules of the House of Representatives to rename the Office
of Diversity and Inclusion as the Office of Talent and Development and
to transfer the Office to the Office of the Chief Administrative
Officer.
Resolved,
SECTION 1. OFFICE OF TALENT AND DEVELOPMENT.
(a) Finding.--The House of Representatives finds that, in order to
better serve the American people, the Office of Diversity and Inclusion
should be renamed and redirected as the Office of Talent and
Development and transferred to the Office of the Chief Administrative
Officer as part of a broader centralization of the human resources
programs of the House in the Office of the Chief Administrative
Officer.
(b) Renaming and Transfer to CAO.--Clause 4 of rule II of the Rules
of the House of Representatives is amended by adding at the end the
following new paragraph:
``(e)(1) There is established in the Office of the Chief
Administrative Officer the Office of Talent and Development.
``(2) Subject to the oversight of the Chief Administrative Officer,
the Office of Talent and Development shall--
``(A) guide House employing offices with resources to
recruit, hire, train, develop, advance, promote, and retain a
talented workforce;
``(B) submit a semi-annual report on its activities to the
chair and ranking minority member of the Committee on House
Administration and the chair and ranking minority member of the
Subcommittee on the Legislative Branch of the Committee on
Appropriations; and
``(C) provide consultation and guidance in furtherance of
increasing a talented workforce in the House.''.
(c) Conforming Amendments.--
(1) In general.--Rule II of the Rules is amended--
(A) by striking clause 9; and
(B) by redesignating clause 10 as clause 9.
(2) Removing direct oversight by committee on house
administration.--Clause 4(d)(1)(A) of rule X of the Rules is
amended--
(A) by striking ``the Office of Diversity and
Inclusion,''; and
(B) by striking ``Inspector General, Office of
Diversity and Inclusion,'' inserting ``Inspector
General,''.
(d) Transition for Current Staff.--Any individual serving in the
Office of Diversity and Inclusion as of the date of the adoption of
this resolution shall be deemed to be serving in the Office of Talent
and Development of the Office of the Chief Administrative Officer of
the House of Representatives established under clause 4(e)(1) of the
Rules of the House of Representatives, as added by subsection (a).
