 Mr. Ogles (for himself, Mr. Weber of Texas, and Mr. Duncan) submitted 
the following resolution; which was referred to the Committee on Ethics

                               RESOLUTION


 
  Censuring Pramila Jayapal, Representative of the 7th Congressional 
                        District of Washington.

Whereas Representative Pramila Jayapal has promoted antisemitic and anti-Israel 
        sentiment through her congressional career;
Whereas, in May 2021, Representative Jayapal blamed Israel for Hamas's decision 
        to indiscriminately fire rockets into Israeli territory;
Whereas, on May 20, 2021, Representative Jayapal co-sponsored legislation which 
        would have provided congressional disapproval of a proposed direct 
        commercial arms sales to Israel as Israeli citizens were enduring a 
        barrage of 4,300 rockets from Palestinian terrorists;
Whereas, on July 15, 2023, Representative Jayapal stated the following to a 
        group of pro-Palestinian protestors: ``Hey guys, can I say something? 
        Can I say something as somebody that's been in the streets and has 
        participated in a lot of demonstrations? I want you to know that we have 
        been fighting to make it clear that Israel is a racist state, that the 
        Palestinian people deserve self-determination and autonomy, that the 
        dream of a two-state solution is slipping away from us, that it does not 
        even feel possible.'';
Whereas, in 2000, after Yasser Arafat rejected a Palestinian state, which would 
        have included East Jerusalem as a tentative new capital as well as the 
        concession of the Gaza Strip and virtually all of the Judea and Samaria 
        Area, the Palestinians launched the Second Intifada and killed over a 
        thousand Israeli citizens;
Whereas, in 2008, Israel offered the Palestinians a state on terms similar to 
        the 2000 proposal, but with additional territorial concessions;
Whereas, despite repeated Palestinian terrorist attacks against both Israelis 
        and Americans alike, Israel's numerous offers of peace indicate its 
        unwavering willingness to work in good faith;
Whereas antisemitic tropes attacking Israel as a racist or an apartheid state 
        only serve to falsify the historical record and justify continued 
        terrorist attacks against Israeli citizens; and
Whereas the United States House of Representatives has an obligation to confront 
        and condemn antisemitism in all its manifestations: Now, therefore, be 
        it
    Resolved, That--
            (1) the House of Representatives censures Pramila Jayapal, 
        Representative of the 7th Congressional District of Washington, 
        for her antisemitic remark on July 15, 2023, regarding the 
        State of Israel;
            (2) Representative Pramila Jayapal will forthwith present 
        herself in the well of the House of Representatives for the 
        pronouncement of censure; and
            (3) Representative Pramila Jayapal will be censured with 
        the public reading of this resolution by the Speaker.
