RESOLUTION
Amending the Rules of the House of Representatives to prohibit the
appropriation of funds for the salary of any officer or employee of the
Federal Government who is convicted of contempt of Congress.
Resolved,
SECTION 1. SHORT TITLE.
This resolution may be cited as the ``Subpoena Compliance
Accountability Act''.
SEC. 2. PROHIBITING APPROPRIATION OF FUNDS FOR SALARY OF EMPLOYEES
CONVICTED OF CONTEMPT OF CONGRESS.
Rule XXI of the Rules of the House of Representatives is amended by
adding at the end the following new clause:
``13.(a) It shall not be in order in the House to consider any
bill, joint resolution, or conference report that appropriates or
otherwise makes available funds for the salary of any Federal officer
or employee who is finally convicted of violating section 102 of the
Revised Statutes of the United States (2 U.S.C. 192).
``(b) In this clause, the term `finally convicted' means a
conviction--
``(1) which has not been appealed and is no longer
appealable because the time for taking an appeal has expired;
or
``(2) which has been appealed and the appeals process for
which is completed.''.
