RESOLUTION
Condemning an act of war against Israel by Hamas, the Palestinian
Islamic Jihad, and associated forces, and for other purposes.
Whereas, on October 7, 2023, Iranian-backed terrorists, including Hamas, the
Palestinian Islamic Jihad, and associated forces, launched an unprovoked
attack on Israel that resulted in the death, maiming, and abduction of
hundreds of innocent Israeli civilians;
Whereas Israeli Prime Minister Benjamin Netanyahu stated that ``We are at war''
in response to the attack and called on ``all citizens of Israel to
unite in order to achieve our highest goal--victory in the war'';
Whereas President Biden stated that ``the United States unequivocally condemns
this appalling assault against Israel by Hamas terrorists from Gaza, and
I made clear to Prime Minister Netanyahu that we stand ready to offer
all appropriate means of support to the Government and people of
Israel'' and Secretary of Defense Lloyd Austin stated that ``Our
commitment to Israel's right to defend itself remains unwavering'';
Whereas Hamas, the Palestine Islamic Jihad, and associated forces are known
proxies and dependent on the Islamic Republic of Iran--the largest state
sponsor of terrorism in the world--for weapons, intelligence, and
financial assistance; and
Whereas this unprecedented attack is a continuation of Iran's military attacks
on Israel using a network of terrorists and Iran-funded proxies: Now,
therefore, be it
Resolved, That the House of Representatives--
(1) declares its unwavering support for the State of Israel
and stands ready to consider urgent requests for additional
assistance Israel may require to defend its people and
safeguard its sovereignty;
(2) affirms that Israel, as a sovereign state, is entitled
to act in self-defense against Hamas, the Palestinian Islamic
Jihad, and associated forces, and their state sponsors;
(3) finds that the cross-border attacks, murders, and
kidnappings constitute acts of international terrorism and
aggression;
(4) calls on the President to provide intelligence,
military, and diplomatic support to the Government of Israel in
response to these terrorist attacks; and
(5) calls on all governments harboring Hamas personnel to
immediately expel those individuals from their territory.
