Whereas, on the morning of the Jewish holiday of Simchat Torah on October 7, 2023, Hamas terrorists launched inhumane attacks on Israeli civilians by air, land, and sea; Whereas at least 1,200 individuals have been killed in Israel and 2,700 others in Israel have been wounded; Whereas Hamas tactics have been to target, slaughter, and brutalize innocent civilians in Israel, including women, children, and the elderly; Whereas at least 22 Americans have been killed by the attacks conducted by Hamas; Whereas, according to the State Department, Iran provides $100,000,000 annually to Palestinian terrorist groups in weapons and training; Whereas, on September 11, 2023, Secretary of State Antony Blinken notified Congress that the United States had waived sanctions to allow $6,000,000,000 in Iranian assets being held in South Korea to be released to Iran; and Whereas at least 150 Israelis were taken hostage and President Biden confirmed there are American citizens among the hostages captured: Now, therefore, be it Resolved, That the House of Representatives-- (1) urges the Biden administration to demand the release of all hostages in Gaza; (2) urges the Biden administration to maintain all applicable sanctions on the Iranian regime, and return to a policy of maximum sanctions pressure; (3) urges the Biden administration to utilize all other coercive and diplomatic resources at its disposal as necessary to secure the release of Americans wrongfully detained in Gaza; and (4) demands the Biden administration to refreeze the $6,000,000,000 in Iranian funds released September 11, 2023, for their continued financial support and encouragement of Palestinian terrorist organizations. <all>
