Nadler, Mr. Goldman of New York, Ms. Sherrill, Mr. Jackson of North
Carolina, Mr. Auchincloss, Mr. Meeks, and Mr. Moskowitz) submitted the
following resolution

Committee on Armed Services, for a period to be subsequently determined
by the Speaker, in each case for consideration of such provisions as
fall within the jurisdiction of the committee concerned

RESOLUTION
Demanding Senator Tommy Tuberville stop threatening United States and
Israel security.
Whereas, on October 7, 2023, Hamas terrorists launched an unprovoked war with
Israel, crossing land, air, and sea;
Whereas, since October 7, 2023, Hamas has slaughtered over 1,200 people and
injured more than 3,000 others, including 18 reported American
casualties and unarmed Israeli civilians;
Whereas, since October 7, 2023, Hamas has abducted unarmed, helpless, civilian
hostages, including women, children, the elderly, and American citizens;
Whereas Israel is the only inclusive democracy in the Middle East, and both a
true friend and key strategic ally to the United States, a partnership
built on a bedrock of shared values, shared interests, and an unwavering
commitment to democracy;
Whereas consistent with the longstanding relationship between the United States
and Israel, the United States holds an unshakeable commitment to
Israel's security, and has continuously reiterated its steadfast
commitment to preserve and strengthen Israel's capability to deter its
enemies and to defend itself against any threat;
Whereas, as a strategic partner to Israel, the United States must be fully
prepared to provide key diplomatic, intelligence, and security support
during the ongoing war effort, in addition to safeguarding the lives of
the large numbers of American citizens currently trapped in the region
while working to rescue any Americans currently being held hostage by
Hamas;
Whereas, over the past 8 months, Senator Tommy Tuberville has blocked hundreds
of military promotions;
Whereas the list of delayed promotions includes two members of the Joint Staff,
including Admiral Lisa Franchetti, the nominated Chief of Naval
Operations, and General David Allvin, the nominated Chief of Staff of
the Air Force, each of whom should have the ability to solely focus on
leading their respective branch efforts to provide direct security,
humanitarian, and intelligence support for Israel;
Whereas this hold impacts Rear Admiral George Wikoff, who was selected to lead
the 5th Fleet and its naval forces operating in the Middle East, in
addition to the current 5th Fleet commander, Vice Admiral Brad Cooper,
who is set to be promoted to deputy commander of U.S. Central Command,
tasked with commanding troops and military operations in the Middle
East;
Whereas the hold also impacts the appointments of the Deputy Director of
Strategy, Plans and Policy at Central Command, the Deputy Commander of
Air Forces in Central Command, the Deputy Commander of 5th Fleet, and
the Reserve Vice Commander of U.S. Central Command and 5th Fleet; and
Whereas each of these critical personnel will help to ensure that the State of
Israel has the support it needs, stranded American citizens receive the
help they require, and the United States is able to play an imperative
role in helping to contain the possibility of a catastrophic escalation
of this war to other fronts by Hezbollah, Iran, or others: Now,
therefore, be it
Resolved, That the United States--
(1) stands with Israel and reaffirms Israel's right to
self-defense;
(2) condemns Hamas' brutal attacks;
(3) urges full support of our key strategic ally;
(4) recognizes that security, diplomatic, and intelligence
support cannot be carried out without a ready and prepared
force, which requires the approval of halted Senate-confirmed
positions;
(5) stands together as patriots to show the forces of evil
around the world that there is no greater friend and no worse
foe than the United States; and
(6) urges Senator Tommy Tuberville and any other
individuals involved in the delay of critical military
confirmations to stand with our Israeli allies and ensure that
the United States can demonstrate our military strength and
ability to respond to this crisis and defend democracy and
freedom.
