    from the majority party or 112 Members from the minority party.

   Mr. Miller of Ohio submitted the following resolution; which was 
                   referred to the Committee on Rules

                               RESOLUTION


 
    Amending the Rules of the House of Representatives to limit the 
   privileged status of a motion causing a vacancy in the Office of 
 Speaker to motions offered by direction of not fewer than 112 Members 
    from the majority party or 112 Members from the minority party.

    Resolved,

SECTION 1. LIMITATION ON PRIVILEGED STATUS OF MOTION TO VACATE CHAIR.

    Clause 2(a) of rule IX of the Rules of the House of Representatives 
is amended by adding at the end the following new subparagraph:
    ``(3) A resolution causing a vacancy in the Office of Speaker shall 
not be privileged except if offered by direction of not fewer than 112 
Members from the majority party or 112 Members from the minority 
party.''.
