Mr. Mike Garcia of California (for himself, Mr. Smith of New Jersey,
Mrs. Hinson, Mr. McCormick, Mr. Williams of New York, Mrs. Bice, and
Mr. Mills) submitted the following resolution; which was referred to
the Committee on Foreign Affairs

RESOLUTION
Condemning the Chinese Communist Party for its role in the fentanyl
crisis and urging the Biden administration to take certain actions to
combat the flow of fentanyl precursors from China to North America.
Whereas the Drug Enforcement Agency estimated that approximately 75,000
Americans died from synthetic opioids such as fentanyl in 2022, many of
which were poisoning deaths from fentanyl mixed with counterfeit illicit
drugs;
Whereas, despite adding fentanyl to its list of controlled drugs, the Chinese
Communist Party has refused to mitigate the production of fentanyl
precursors coming from certain provinces within the People's Republic of
China, such as the Hebei Province;
Whereas the Chinese Communist Party officially suspended all counternarcotics
and law enforcement cooperation with the United States since August
2022;
Whereas the Chinese Communist Party has refused to investigate and punish
individuals sanctioned by the United States Government for connections
to fentanyl trafficking activities;
Whereas Chinese cartels such as the Zheng Cartel export fentanyl precursors to
Mexican cartels such as the Jalisco and Sinaloa cartels, which then
traffic fentanyl into the United States; and
Whereas the People's Republic of China has made it their ambition to replace the
United States as a global leader, and would stand to benefit from
America's weakening through hundreds of thousands of our citizens dying
from fentanyl poisonings: Now, therefore, be it
Resolved, That the House of Representatives--
(1) condemns the Chinese Communist Party for its role in
prolonging the American fentanyl crisis through its inaction in
holding the Chinese producers of fentanyl precursors
accountable;
(2) calls on the Biden administration to impose additional
sanctions and charge Chinese entities found responsible for
supplying fentanyl precursors to Chinese cartels;
(3) calls on the Biden administration to designate Chinese
financial institutions found to be evading, or assisting with
the evasion of United States sanctions;
(4) calls on the Biden administration to impose sanctions
against any official within the Chinese Communist Party found
to have ties to fentanyl precursor production or trafficking;
(5) calls on the Biden administration to develop a plan to
counter the shipment of fentanyl precursors to North America
from China; and
(6) calls on the Biden administration to add the People's
Republic of China to the list of Major Drug Transit or Major
Illicit Drug Producing Countries, as specified under the
FENTANYL Results Act (Subtitle C of title LV of Public Law 117-
263).
