Mr. Khanna (for himself and Mr. Fitzpatrick) submitted the following
resolution; which was referred to the Committee on Education and the
Workforce

RESOLUTION
Encouraging all schools in the United States to teach students digital
literacy and history related to the Holocaust, World War II, and
antisemitism.
Whereas Congress affirms the pivotal role of education in cultivating an
informed public discourse and advancing civic participation;
Whereas Congress recognizes the importance of digital literacy in today's age,
understanding the necessity for students to navigate and discern the
accuracy of information in a digital age characterized by pervasive
misinformation;
Whereas an understanding of pivotal historical events, including World War II,
the Holocaust, and the longstanding antisemitism that made it possible,
is critical to preparing our youth as global citizens;
Whereas quality education about these historical events in all schools is
indispensable to promoting acceptance, preventing future atrocities, and
fostering a more equitable and peaceful world; and
Whereas antisemitism has a long and deadly history, dating back thousands of
years, and in the aftermath of the October 7 Hamas terrorist attack
against Israel, Federal Bureau of Investigation Director Christopher
Wray has identified an alarming rise in antisemitism: Now, therefore, be
it
Resolved, That the House of Representatives--
(1) encourages adoption of learning standards to all
educational institutions, including elementary and secondary
schools and institutions of higher education for history
education and digital literacy to ensure a nuanced and accurate
understanding of pivotal historical events, including the
Holocaust and World War II;
(2) urges all educational institutions to prioritize and
integrate developmentally appropriate learning to address
antisemitism, including--
(A) exploring Jewish identity and peoplehood;
(B) a comprehensive history of the Holocaust based
on primary source material, with a specific emphasis on
how antisemitism existed before, during, and after the
Holocaust, until today; and
(C) development of skills for participation in a
pluralistic democracy; and
(3) supports allocating Federal funding for educational
institutions to provide professional development opportunities
for educators to carry out the education described in
paragraphs (1) and (2) and promote digital literacy and
critical thinking.
