                                 A BILL


 
     To prohibit the use of Federal funds to purchase, procure, or 
distribute pipes or cylindrical objects intended to be used to smoke or 
                  inhale illegal scheduled substances.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Cutting Rampant Access to Crack Kits 
Act of 2023'' or the ``CRACK Act of 2023''.

SEC. 2. PROHIBITION ON USE OF FEDERAL FUNDS FOR PIPES INTENDED TO BE 
              USED TO SMOKE OR INHALE ILLEGAL SCHEDULED SUBSTANCES.

    Notwithstanding any other provision of law, Federal funds made 
available for the treatment of substance use disorders shall not be 
used to purchase, procure, or distribute pipes or cylindrical objects 
intended to be used to smoke or inhale illegal scheduled substances.
