A BILL
To prohibit the Secretary of Energy from changing energy conservation
standards for distribution transformers for a certain period, and for
other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Protecting America's Distribution
Transformer Supply Chain Act of 2023''.
SEC. 2. ENERGY CONSERVATION STANDARDS FOR DISTRIBUTION TRANSFORMERS.
Notwithstanding any provision of part B or part C of title III of
the Energy Policy and Conservation Act (42 U.S.C. 6291 et seq., 6311 et
seq.), the Secretary of Energy may not, before the date that is 5 years
after the date of enactment of this Act, propose, finalize, implement,
administer, or enforce any rule establishing any requirements under the
Energy Policy and Conservation Act (42 U.S.C. 6201 et seq.) for
distribution transformers that are different than the requirements for
distribution transformers described in the final rule entitled ``Energy
Conservation Program: Energy Conservation Standards for Distribution
Transformers'' (78 Fed. Reg. 23336 (April 18, 2013)).
