                                 A BILL


 
   To require that information on spending associated with national 
  emergencies be subject to the same reporting requirements as other 
Federal funds under the Federal Funding Accountability and Transparency 
                  Act of 2006, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. REPORTING ON SPENDING FOR NATIONAL EMERGENCIES.

    (a) Full Disclosure of Federal Funds.--Section 3(b)(1) of the 
Federal Funding Accountability and Transparency Act of 2006 (31 U.S.C. 
6101 note) is amended--
            (1) in subparagraph (C)(ii), by striking ``and'' at the 
        end;
            (2) in subparagraph (D)(ii), by striking the period at the 
        end and inserting ``; and''; and
            (3) by adding at the end the following:
                    ``(E) beginning not later than 180 days after the 
                date of enactment of this subparagraph, for each 
                national emergency declared by the President under 
                section 201 of the National Emergencies Act (50 U.S.C. 
                1621)--
                            ``(i) the amount--
                                    ``(I) of budget authority 
                                appropriated;
                                    ``(II) that is obligated;
                                    ``(III) of unobligated balances; 
                                and
                                    ``(IV) of any other budgetary 
                                resources; and
                            ``(ii) from which accounts and in what 
                        amount appropriations are obligated and outlays 
                        are made--
                                    ``(I) by object class; and
                                    ``(II) for each program 
                                activity.''.
    (b) Data Standards.--
            (1) In general.--Section 4(b) of the Federal Funding 
        Accountability and Transparency Act of 2006 (31 U.S.C. 6101 
        note) is amended--
                    (A) in paragraph (6), by striking ``and'' at the 
                end;
                    (B) in paragraph (7), by striking the period at the 
                end and inserting ``; and''; and
                    (C) by adding at the end the following:
            ``(8) include unique identifiers for Federal funds made 
        available or expended with respect to each national emergency 
        declared by the President under section 201 of the National 
        Emergencies Act (50 U.S.C. 1621).''.
            (2) Updates.--Not later than 180 days after the date of 
        enactment of this Act, the Director of the Office of Management 
        and Budget and the Secretary of the Treasury shall update the 
        data standards established under section 4(a) of the Federal 
        Funding Accountability and Transparency Act of 2006 (31 U.S.C. 
        6101 note) to comply with the amendments made by this section.
