A BILL
To extend funding for teaching health centers that operate GME
programs, community health centers, and the National Health Service
Corps.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Community Health Care
Reauthorization Act''.
SEC. 2. EXTENSION FOR COMMUNITY HEALTH CENTERS, THE NATIONAL HEALTH
SERVICE CORPS, AND TEACHING HEALTH CENTERS THAT OPERATE
GME PROGRAMS.
(a) Teaching Health Centers That Operate Graduate Medical Education
Programs.--Section 340H of the Public Health Service Act (42 U.S.C.
256h) is amended--
(1) in subsection (b)(2), by adding at the end the
following:
``(C) Addition.--Notwithstanding any provision of
this section, for each of fiscal years 2024 and 2025,
the Secretary may use any amounts made available in any
fiscal year to carry out this section (including
amounts recouped under subsection (f)) to make payments
described in paragraphs (1)(A) and (1)(B), in addition
to the total amount of funds appropriated under
subsection (g).''; and
(2) in subsection (g)--
(A) by amending paragraph (1) to read as follows:
``(1) In general.--To carry out this section, there are
appropriated such sums as may be necessary, not to exceed--
``(A) $230,000,000, for the period of fiscal years
2011 through 2015;
``(B) $60,000,000 for each of fiscal years 2016 and
2017;
``(C) $126,500,000 for each of fiscal years 2018
through 2023;
``(D) $175,000,000 for each of fiscal years 2024
and 2025;
``(E) $225,000,000 for each of fiscal years 2026
and 2027; and
``(F) $275,000,000 for each of fiscal years 2028
and 2029.''; and
(B) by adding at the end the following:
``(3) Availability.--The amounts made available under
paragraph (1) shall remain available until expended.''.
(b) Extension for Community Health Centers.--Section 10503(b)(1)(F)
of the Patient Protection and Affordable Care Act (42 U.S.C. 254b-
2(b)(1)(F)) is amended--
(1) by striking ``and'' before ``$4,000,000,000'' and
inserting a comma; and
(2) by inserting ``, $4,200,000,000 for each of fiscal
years 2024 and 2025, and $1,058,630,137 for the period
beginning October 1, 2025, and ending December 31, 2025''
before the semicolon.
(c) Extension for the National Health Service Corps.--Section
10503(b)(2) of the Patient Protection and Affordable Care Act (42
U.S.C. 254b-2(b)(2)) is amended--
(1) in subparagraph (G), by striking ``and'' at the end;
(2) in subparagraph (H), by striking the period at the end
and inserting a semicolon; and
(3) by adding at the end the following:
``(I) $350,000,000 for each of fiscal years 2024
and 2025; and
``(J) $88,219,178 for the period beginning October
1, 2025, and ending December 31, 2025''.
(d) Application of Provisions.--Amounts appropriated pursuant to
the amendments made by this section shall be subject to the
requirements contained in Public Law 117-328 for funds for programs
authorized under sections 330 through 340 of the Public Health Service
Act.
(e) Conforming Amendment.--Paragraph (4) of section 3014(h) of
title 18, United States Code, is amended by striking ``and section
301(d) of division BB of the Consolidated Appropriations Act, 2021.''
and inserting ``section 301(d) of division BB of the Consolidated
Appropriations Act, 2021, and section 2(d) of the Community Health Care
Reauthorization Act''.
