                                 A BILL


 
    To amend title 10, United States Code, to modify the Contested 
         Logistics Working Group of the Department of Defense.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Strategic Defense Logistics 
Improvement Act of 2023''.

SEC. 2. MODIFICATIONS TO THE CONTESTED LOGISTICS WORKING GROUP OF THE 
              DEPARTMENT OF DEFENSE.

    (a) Expansion of Working Group.--
            (1) In general.--Paragraph (3) of section 2926(d) of title 
        10, United States Code, is amended by adding at the end the 
        following new subparagraph:
            ``(D) A representative appointed by the Under Secretary of 
        Defense for Acquisition and Sustainment from each of the 
        following:
                    ``(i) The Defense Logistics Agency.
                    ``(ii) The Strategic Capabilities Office.
                    ``(iii) The Defense Advanced Research Projects 
                Agency.
                    ``(iv) The Office of the Under Secretary of Defense 
                for Research and Engineering.''.
            (2) Timing.--Not later than 60 days after the date of the 
        enactment of this Act, the Under Secretary of Defense for 
        Acquisition and Sustainment shall appoint the additional 
        members of the working group required under paragraph (3)(D) of 
        such section, as added by paragraph (1) of this subsection.
    (b) Meetings.--Such section is further amended by adding at the end 
the following new paragraph:
    ``(6) The working group under paragraph (1) shall meet not less 
frequently than quarterly.''.
    (c) Reports.--Such section is further amended by adding at the end 
the following new paragraph:
    ``(7) Not later than February 1 of each year, the working group 
under paragraph (1) shall submit to the congressional defense 
committees a report that contains a description of any shortfalls in 
personnel, equipment, infrastructure, energy and storage, or 
capabilities required to support the operational plans of the 
Department of Defense.''.
