A BILL
To amend the Education Sciences Reform Act of 2002 to require the
National Center for Education Statistics to collect, acquire, compile,
and disseminate student attainment in languages other than English, and
to require the National Center for Education Research to support
research on attainment in languages other than English.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Language Education Data Enhancement
Act''.
SEC. 2. RESEARCH ON ATTAINMENT IN LANGUAGES OTHER THAN ENGLISH AND DATA
ON STUDENT ATTAINMENT IN LANGUAGES OTHER THAN ENGLISH.
(a) Definition of Language Other Than English.--Section 102 of the
Education Sciences Reform Act of 2002 (20 U.S.C. 9501) is amended--
(1) by redesignating paragraphs (16), (17), (18), (19),
(20), (21), (22), and (23) as paragraphs (17), (18), (19),
(20), (21), (22), (23), and (24), respectively; and
(2) by inserting before paragraph (17) (as so redesignated)
the following:
``(16) Language other than english.--The term `language
other than English' means any spoken or unspoken language other
than English, including a Native American language and American
Sign Language.''.
(b) Attainment in Languages Other Than English as a Topic of
Research.--Section 133(c)(2) of the Education Sciences Reform Act of
2002 (20 U.S.C. 9533(c)(2)) is amended by adding at the end of the
following:
``(L) Attainment in languages other than
English.''.
(c) Reporting on Attainment in Languages Other Than English.--
Section 153(a)(1) of the Education Sciences Reform Act of 2002 (20
U.S.C. 9543(a)(1)) is amended--
(1) in subparagraph (N), by striking ``and'' after the
semicolon;
(2) in subparagraph (O), by inserting ``and'' after the
semicolon; and
(3) by adding at the end the following:
``(P) student enrollment in courses in languages
other than English, the number and certification of
teachers employed in teaching languages other than
English, and the number and distribution of courses
offered in languages other than English at all levels
of education, disaggregated by course type and whether
the course is traditional, dual language immersion,
full immersion, hybrid, or online;''.
