                                 A BILL


 
   To reauthorize the Joint Chiefs Landscape Restoration Partnership 
                    program, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Joint Chiefs Reauthorization Act of 
2023''.

SEC. 2. JOINT CHIEFS LANDSCAPE RESTORATION PARTNERSHIP PROGRAM.

    Section 40808 of the Infrastructure Investment and Jobs Act (16 
U.S.C. 6592d) is amended--
            (1) in subsection (a)(2)--
                    (A) in subparagraph (B), by striking ``or'' at the 
                end;
                    (B) in subparagraph (C), by striking the period at 
                the end and inserting a semicolon; and
                    (C) by adding at the end the following:
                    ``(D) to recover from wildfires; or
                    ``(E) to enhance soil, water, and related natural 
                resources.'';
            (2) in subsection (b), by adding at the end the following:
            ``(3) Agency coordination.--In carrying out the Program, 
        the Chief of the Natural Resources Conservation Service shall--
                    ``(A) consider corresponding management plans from 
                the Chief of the Forest Service; and
                    ``(B) collaborate with the Chief of the Forest 
                Service on forestry science and practice, using the 
                best available science.'';
            (3) in subsection (d)(1)--
                    (A) in subparagraph (A), by inserting ``and post-
                wildfire impacts'' after ``wildfire risk''; and
                    (B) in subparagraph (F), by inserting ``, as 
                identified in the corresponding State forest action 
                plan or similar priority plan (such as a State wildlife 
                or water plan)'' before the semicolon;
            (4) in subsection (f), by striking paragraph (2) and 
        inserting the following:
            ``(2) inconsistent with the prohibitions under the rule of 
        the Forest Service entitled `Special Areas; Roadless Area 
        Conservation' (66 Fed. Reg. 3244 (January 12, 2001)), and 
        subparts C and D of part 294 of title 36, Code of Federal 
        Regulations, as applicable;''; and
            (5) in subsections (g)(2) and (h)(1), by striking ``and 
        2023'' each place it appears and inserting ``through 2028''.
