A BILL
To amend the Consolidated Farm and Rural Development Act to modify the
definitions of the terms ``rural'' and ``rural area'' for purposes of
grants and loans to remedy a lack of compliance with certain drinking
water standards, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Clean Drinking Water for Rural
Communities Act of 2023''.
SEC. 2. DEFINITION OF RURAL AND RURAL AREA.
Section 343(a)(13)(B) of the Consolidated Farm and Rural
Development Act (7 U.S.C. 1991(a)(13)(B)) is amended--
(1) by striking ``For the purpose'' and inserting the
following:
``(i) In general.--Except as provided in
clause (ii), for the purpose''; and
(2) by adding at the end the following:
``(ii) Projects for compliance.--For the
purpose of grants and loans described in clause
(i) to be used for projects to remedy a lack of
compliance with enforceable Federal or State
drinking water standards, the terms `rural' and
`rural area' mean a city, town, or
unincorporated area that has a population of
not more than 20,000 inhabitants.''.
