    To clarify that section 8526(7) of the Elementary and Secondary 
 Education Act of 1965 does not apply with respect to the use of funds 
 for sports clubs, teams, training, or related activities provided for 
                               students.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Allowing for Recreational Resources 
for Outdoor Wellness Act'' or the ``ARROW Act''.

SEC. 2. EXCEPTION.

    Section 8526(7) of the Elementary and Secondary Education Act of 
1965 (20 U.S.C. 7906(7)) is amended by inserting ``, except that this 
paragraph shall not apply to the use of funds under this Act for sports 
clubs, teams, training, or related activities provided for students'' 
before the period at the end.
