               the United States, and for other purposes.

                                 A BILL


 
 To prohibit the importation of agricultural products, raw materials, 
    and food from the Russian Federation if the Russian Federation 
 prohibits the importation of such products, materials, and food from 
               the United States, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Protecting American Food Producers 
from Russia's Market Distortions Act of 2023''.

SEC. 2. PROHIBITION ON IMPORTATION OF CERTAIN AGRICULTURAL PRODUCTS, 
              RAW MATERIALS, AND FOOD FROM THE RUSSIAN FEDERATION.

    (a) In General.--The importation into the United States from the 
Russian Federation of any article described in subsection (b) is 
prohibited.
    (b) Articles Described.--An article is described in this subsection 
if--
            (1) the article is classifiable under any of chapters 1 
        through 24 of the Harmonized Tariff Schedule of the United 
        States; and
            (2) the Government of the Russian Federation prohibits the 
        importation of the article into the Russian Federation from the 
        United States.
    (c) Effective Date.--The prohibition under subsection (a) applies 
with respect to articles entered, or withdrawn from warehouse for 
consumption, on or after the date that is 15 days after the date of the 
enactment of this Act.

SEC. 3. PROHIBITION ON PROCUREMENT OF CERTAIN AGRICULTURAL PRODUCTS, 
              RAW MATERIALS, AND FOOD FROM THE RUSSIAN FEDERATION.

    No Federal funds may be obligated or expended on or after the date 
of the enactment of this Act for the procurement from the Russian 
Federation of any article described in section 2(b).

SEC. 4. TERMINATION.

    The prohibitions under sections 2 and 3 shall terminate with 
respect to an article on the date on which the President determines and 
certifies to Congress that--
            (1) the Government of the Russian Federation has terminated 
        its prohibition on the importation of the article from the 
        United States;
            (2) the Government of the Russian Federation and its 
        proxies have withdrawn all military and paramilitary forces 
        from the internationally recognized territory of the Government 
        of Ukraine; and
            (3) the President has received credible commitments from 
        the Government of the Russian Federation that that Government 
        will not engage in hostile action against Ukraine in the 
        future.
