A BILL
To amend title XVIII of the Social Security Act to permit certain
clinics to qualify as a rural emergency hospital under the Medicare
program.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Rural Inclusion Act''.
SEC. 2. PERMITTING CERTAIN CLINICS TO QUALIFY AS A MEDICARE RURAL
EMERGENCY HOSPITAL.
(a) In General.--Section 1861(kkk) of the Social Security Act (42
U.S.C. 1395x(kkk)) is amended--
(1) in paragraph (3)--
(A) in subparagraph (A), by striking ``or'' at the
end;
(B) in subparagraph (B), by striking the period at
the end and inserting ``; or''; and
(C) by adding at the end the following new
subparagraph:
``(C) was a Federally qualified health center (as
defined in subsection (aa)(4)) that formerly
participated in the frontier extended stay clinic
demonstration under section 434 of the Medicare
Prescription Drug, Improvement, and Modernization Act
of 2003.''; and
(2) in subparagraph (4)(B)(i), by inserting ``or, in the
case of a facility described in paragraph (3)(C), as a
Federally qualified health center,'' after ``1886(d)(1)(B)),''.
(b) Effective Date.--The amendments made by this section shall take
effect on the date of enactment of this Act.
