A BILL
To amend Public Law 88-657 to require greater transparency in the
consideration of projects for the Forest Service Legacy Road and Trail
Remediation Program, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Transparency in Legacy Road and
Trail Remediation Act of 2023''.
SEC. 2. FOREST SERVICE LEGACY ROAD AND TRAIL REMEDIATION PROGRAM
TRANSPARENCY.
Section 8 of Public Law 88-657 (16 U.S.C. 538a) is amended--
(1) in subsection (c)(2)--
(A) by striking subparagraph (B) and inserting the
following:
``(B) solicit and consider public input regionally
in selecting projects for funding under the Program
by--
``(i) publishing annually, for each region,
a list of projects considered for funding under
the Program;
``(ii) accepting public comment on the
projects described in clause (i); and
``(iii) considering public comments in
selecting projects for funding under the
Program;''; and
(B) in subparagraph (D)--
(i) in the matter preceding clause (i), by
inserting ``annually, for each region,'' before
``publish''; and
(ii) by striking clause (ii) and inserting
the following:
``(ii) a list that includes a description
of--
``(I) each project considered for
funding under the Program;
``(II) public comments received on
each project described in subclause
(I);
``(III) the ranking within the
applicable region of each project
described in subclause (I); and
``(IV) the proposed outcome of each
project funded under the Program for
the applicable fiscal year.''; and
(2) by adding at the end the following:
``(f) Definition of Region.--In this section, the term `region'
means one of the 9 regions of the Forest Service.''.
