A BILL
To amend title 18, United States Code, to modify the role and duties of
United States Postal Service police officers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Postal Police Reform Act of 2023''.
SEC. 2. ROLE AND DUTIES OF USPS POLICE OFFICERS.
(a) In General.--Section 3061(c) of title 18, United States Code,
is amended--
(1) by striking ``(c)(1)'' and all that follows through the
end of paragraph (1) and inserting the following:
``(c)(1)(A) The Postal Service may employ police officers for duty
in connection with the protection of--
``(i) the mail;
``(ii) property owned or occupied by the Postal Service or
under the charge and control of the Postal Service;
``(iii) persons on the property described in clause (ii);
and
``(iv) on-duty employees of the Postal Service in any
location in the United States.
``(B) The duty described in subparagraph (A) may occur in areas
outside the property owned or occupied by the Postal Service to the
extent necessary to effect the protection described in that
subparagraph.'';
(2) in paragraph (2), by striking ``With respect to such
property, such officers'' and inserting ``Any officer assigned
to provide the protection described in paragraph (1)(A)''; and
(3) in paragraph (3)--
(A) in the matter preceding subparagraph (A), by
striking ``such property'' and inserting ``the
protection described in paragraph (1)(A)''; and
(B) in subparagraph (B), by striking ``committed
against'' and all that follows and inserting the
following: ``committed against--
``(i) property owned or occupied by the
Postal Service or under the charge and control
of the Postal Service;
``(ii) persons on the property described in
clause (i); or
``(iii) on-duty employees of the Postal
Service in any location in the United
States.''.
(b) Technical Amendment.--Section 3061(c)(2)(C) of title 18, United
States Code, is amended by striking ``Unites States'' and inserting
``United States''.
