                                 A BILL


 
 To restrict United States voluntary and assessed contributions to the 
                United Nations, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Stop Funding Global Terrorists Act 
of 2024''.

SEC. 2. RESTRICTION ON FUNDING FOR UNITED NATIONS.

    (a) In General.--The United States may not make any voluntary or 
assessed contributions to the United Nations for assistance in 
Afghanistan until the Secretary of State certifies to the appropriate 
congressional committees that--
            (1) no United States funds are used in cash shipments by 
        the United Nations into Afghanistan; and
            (2) no specially designated global terrorist organization 
        receives funds as a result of such cash shipments.
    (b) Revocation.--If, after making a certification pursuant to 
subsection (a), the Secretary determines that such certification is 
inaccurate, the Secretary shall--
            (1) revoke such certification; and
            (2) provide to the appropriate congressional committees--
                    (A) a notification of such revocation; and
                    (B) a detailed justification for such revocation.
    (c) Definitions.--In this section:
            (1) Appropriate congressional committees.--The term 
        ``appropriate congressional committees'' means--
                    (A) Committee on Foreign Relations and the 
                Committee on Appropriations of the Senate; and
                    (B) Committee on Foreign Affairs and the Committee 
                on Appropriations of the House of Representatives.
            (2) Specially designated global terrorist organization.--
        The term ``specially designated global terrorist organization'' 
        means an organization that has been designated as a specially 
        designated global terrorist pursuant to Executive Order 13224 
        (50 U.S.C. 1701 note; relating to blocking property and 
        prohibiting transactions with persons who commit, threaten to 
        commit, or support terrorism).
