       To require broad agreement for changes to sentencing law.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Consensus in Sentencing Act''.

SEC. 2. AMENDMENT TO SENTENCING COMMISSION VOTING REQUIREMENT.

    Section 994(a) of title 28, United States Code, is amended, in the 
matter preceding paragraph (1), by striking ``four'' and inserting 
``5''.
