introduced the following bill; which was read twice and referred to the 
           Committee on Agriculture, Nutrition, and Forestry

                                 A BILL


 
To amend the Specialty Crops Competitiveness Act of 2004 to extend and 
    enhance the specialty crop block grants program, and for other 
                               purposes.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Specialty Crop Security Act of 
2024''.

SEC. 2. EXTENSION AND ENHANCEMENT OF SPECIALTY CROP BLOCK GRANTS.

    Section 101 of the Specialty Crops Competitiveness Act of 2004 (7 
U.S.C. 1621 note; Public Law 108-465) is amended--
            (1) in subsection (a), in the matter preceding paragraph 
        (1)--
                    (A) by striking ``2023'' and inserting ``2028''; 
                and
                    (B) by inserting ``through priorities established 
                annually by State program administrators, in 
                consultation with specialty crop producers and producer 
                groups'' after ``specialty crops'';
            (2) in subsection (e)--
                    (A) by striking ``indicate how'' and inserting the 
                following: ``indicate--
            ``(1) how'';
                    (B) in paragraph (1) (as so designated), by 
                striking the period at the end and inserting ``; and''; 
                and
                    (C) by adding at the end the following:
            ``(2) how outreach to, and consultation with, specialty 
        crop stakeholders will be achieved.''; and
            (3) in subsection (l)(1)--
                    (A) in subparagraph (D), by striking ``and'' at the 
                end;
                    (B) in subparagraph (E), by striking ``fiscal year 
                2018 and each fiscal year thereafter.'' and inserting 
                ``each of fiscal years 2018 through 2023; and''; and
                    (C) by adding at the end the following:
                    ``(F) $100,000,000 for fiscal year 2024 and each 
                fiscal year thereafter.''.
