A BILL
To limit the definition of commercial in title 9, United States Code.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. AGREEMENT OR AWARD FALLING UNDER THE CONVENTION.
(a) In General.--Section 202 of title 9, United States Code, is
amended--
(1) by adding ``as modified by section 1 of this title,''
after ``title,''; and
(2) by adding after the period at the end of the third
sentence the following: ``The entirety of section 1 of this
title, including all of the exemptions listed in section 1,
shall apply to this chapter as if specifically set forth
herein.''.
(b) Intent of Congress.--It is the intent of Congress that the
definition of commercial in section 202 of title 9, United States Code,
be limited by limiting the relationships described in section 2 of that
title to those as modified by section 1 of that title, and
incorporating the entirety of such section 1, including all of the
exemptions in that section, into section 202 of that title.
(c) Retroactive Effect.--This Act shall apply to any action or
proceeding that is pending on the date of enactment of this Act and any
action or proceeding initiated on or after such date of enactment.
