A BILL
To require training on the Constitution of the United States for
commissioned officers of the Armed Forces.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Constitutional Orientation Military
Mandate Amplifying National Duty Act of 2024'' or the ``COMMAND Act of
2024''.
SEC. 2. REQUIRED TRAINING ON CONSTITUTION OF THE UNITED STATES FOR
COMMISSIONED OFFICERS OF THE ARMED FORCES.
Not later than 180 days after the date of the enactment of this
Act, the Secretary of Defense shall ensure that all newly commissioned
officers of the Armed Forces receive training on the Constitution of
the United States prior to reporting to their first operational
assignment. The training shall include--
(1) education on the centrality of the Constitution to the
commitment officers make to serve in the Armed Forces;
(2) emphasis on the loyalty of officers to the
Constitution; and
(3) instruction on certain aspects of the Constitution
relevant to military service, including--
(A) civil-military relations;
(B) separation of powers; and
(C) restrictions on the domestic use of military
force.
